As reported in the accompanying paper, this package\nallows jurisdictions to easily implement refinements that\naddress common challenges with unadjusted grading systems.\nFirst, in contrast to unadjusted grading, where the most recent\nsingle routine inspection is the primary determinant of a\ngrade, grading inputs are allowed to be flexible. For instance,\nit is straightforward to base the grade on average inspection\nscores across multiple inspection cycles. Second, the package\ncan identify quantile cutoffs by inputting substantively\nmeaningful regulatory thresholds (e.g., the proportion of\nestablishments receiving sufficient violation points to warrant\na return visit). Third, the quantile adjustment equalizes the\nproportion of establishments in a flexible number of grading\ncategories (e.g., A/B/C) across areas (e.g., ZIP codes,\ninspector areas) to account for inspector differences. Fourth,\nthe package implements a refined quantile adjustment that\naddresses two limitations with the stats::quantile() function\nwhen applied to inspection score datasets with large numbers of\nscore ties. The quantile adjustment algorithm iterates over\nquantiles until, over all restaurants in all areas, grading\nproportions are within a tolerance of desired global\nproportions. In addition the package allows a modified\ndefinition of \"quantile\" from \"Nearest Rank\". Instead of\nrequiring that at least p[1]% of restaurants receive the top\ngrade and at least (p[1]+p[2])% of restaurants receive the top\nor second best grade for quantiles p, the algorithm searches\nfor cutoffs so that as close as possible p[1]% of restaurants\nreceive the top grade, and as close as possible to p[2]% of\nrestaurants receive the second top grade.", "URL":
